- The 477 Program is a demonstration Project, a new law of December 2017, to save federal dollars exclusively for Native American Tribes.
- Federal agencies subject to the law for inclusion are the Departments of the Interior, Health and Human Services, Labor, and Education, plus the Departments of Justice, Agriculture, Commerce, Energy, Homeland Security, Housing and Urban Development, Transportation, and Veteran Affairs.
- Because the 477 Program is a consolidation of efforts and services of these Departments, those in need of services can fill out one application:
- TANF – Temporary Assistance for Needy Families
- LIEAP – Low Income Energy Assistance
- General Assistance – Through BIA, cash assistance
- Child Care Services – Will pay for low-income families’ babysitting in order for a parent to attend training or work, for children birth to age 13. Licensed daycare through the tribe.
- Employment and Training – Through the Department of Labor for adults and youth. We are using local employers including job shadowing, for 6 months.
- Educational Programs – job placement and training, must meet eligibility criteria including being Pell Grant eligible. Applicants must live in the service area and be attending an accredited institution including:
- Casper College
- Central Wyoming College
- Eastern Wyoming College
- Laramie County Community College
- Northwest College
- Sheridan College
- Western Wyoming Community College
- University of Wyoming
- Wyoming Catholic College
- Wyoming Technical Institute (WyoTech)
- Wind River Tribal College

- P.L. 102-477 (the Act) allows Tribes to integrate employment, training, and related services programs administered by the Department of the Interior, Department of Labor, Department of Health and Human Services, and Department of Education. Participation by Tribes under the Act is voluntary. It is intended to demonstrate how Indian Tribal governments can integrate employment, training, and related services to improve the effectiveness of those services, reduce joblessness in Indian communities and serve Tribally-determined goals consistent with the policies of self-determination.
- The report allows a Tribe to describe the use of its employment, training, and related services resources to address the unique needs of its community and the extent to which the Tribe has succeeded. The narrative report is a component of the single report format developed in accordance with the Act.
